To Open a New School of Cosmetology  in California

The first step in opening a new school of cosmetology is to contact the Bureau for Private Postsecondary Education (BPPE) **. Once you have completed the BPPE's application and obtained their provisional approval, you must complete the requirements for the Board of Barbering and Cosmetology (Board).
The requirements for the Board include the following:
  • An Application for Cosmetology School Approval.
  • Provisional approval from the BPPE.
  • A floor plan demonstrating room for equipment and floor space necessary for at least 25 students or the number of students enrolled in the course, whichever is greater. Must be at least 3,000 square feet, not less than 2,000 square feet of which shall be provided for the working, practice, and classroom areas.
  • Meet the minimum equipment requirements for a school of Cosmetology specified in California Code of Regulations section 940 (a complete list of the Board's Rules and Regulations can be found at www.barbercosmo.ca.gov under the Laws and Regulations tab).
  • A list of 25 full time students interested in attending the cosmetology course at your school.
  • Curriculum for the full cosmetology course pursuant to California Code of Regulations section 950.2.
Once all the above requirements have been met, a Board Inspector will conduct an on-site inspection of your school. Upon approval you will be issued a School Code by the Board. NOTE: YOU MUST OBTAIN A SCHOOL CODE PRIOR TO OPENING YOUR SCHOOL.
